Yep. INS, Customs, a few others maybe? Customs was under Dept. of Treasury pre-9/11 for example. Now it's under Dept. of Homeland Security (with ICE).

The union for ICE is a subset of the AFGE, and was only created after ICE was created. That's why they have 2 separate paragraphs, one for the little ICE union, and one for the mothership, that has many unions under it's umbrella.
