And the boy's brother has a different last name from his brother or his mother.

Just judging by what was written, it does sound like a bit of BS. If it's a distraction to education and causes disruption suspend him. However, it sounds like he has been wearing it since the beginning of school. So it wasn't a distraction in Week 1 but it was in Week 10? Or in this day and age maybe it took 9 weeks for legal counsel to give the suspension the ok.
