Let's hear if from the anti-conspiracy group. Oh hell, lets hear it from the conspiracy group as well. Everyone get their share of the rest of the 1.6 billion rounds of ammo the govt didn't get?

Yeah. This was supposed to happen five years ago.
A family member of mine posts similar conspiracy nut stuff on Facebook. The big thing a few weeks ago was a drill that was to take place on Oct 1 by (I want to say) DHS along the East coast and why we should all be afraid.

The same solicitation, that they are using as evidence that the government is arming for expected civil unrest, also includes natural disasters as one of the emergency services that must be provided, and labels them as unanticipated. Using the same logic, that means the DHS is planning on more natural disasters.

"The Contractor shall furnish fully qualified PSOs, management, supervision, equipment, supplies and any other cost for sustained emergency surge security force services. Deployments may be to large and small-scale events such as natural disasters, civil disturbances, or other unanticipated events on an as-needed basis. "

And with regard to the riot control gear they bought in June, the DHS isn't "admitting" that it is for riot control situations, that's not really in question. The SOW that they reference is simply listing the requirements of the protective gear they are purchasing.
Again, it has nothing to do with preparing for increased riot situations, or civil unrest. The listing below is the only place in the entire document that mentions riot control situations. The problem with Infowars is that they rely on people reading what they say, taking it as the truth, and not actually reading the links they provide, which often do not support what they are claiming.
