This was discussed at the time the Bill was being voted on. Unions wanted an exemption for lower wages as long as they were union employees. So, their support of the Bill was strictly to bolster the number of union workers, thus increase union dues.

Put this under the category of union leaders showing their true colors. It's not about workers wages, it's all about union dues.
