Does the mayor normally speak at the convention?

The (democrat) mayor of Cleveland spoke at the convention. Is that normal? Obviously if you have a Republican mayor, he/she would speak, but is it normal if you have a mayor from the other party that they would speak?

Maybe it's because the Republican governor of the state won't speak there.
