I believe he means immigrant visas (the 1st step towards becoming a citizen). At least that's what I'm guessing he means.

Maybe. I interpreted it as visitation, immigrants get green cards and go through the naturalization process. I took it as "hick don't want no squint eye in 'Merica". I don't care who visits or gets H1B visias provided they aren't a threat or criminal.
