Notice how they said everyone froze/hesitated when they saw the canisters around their waists. These were later revealed to be fake. The purpose was as we saw in the description - to make people hesitate rushing/confronting the attackers. This has happened a bunch of times before and will happen again. Of course, being armed would let you engage them from a safer distance as well.......
