The requester is a jackass, but in the end there is no way there should be a filter on why someone wants access to government records. That completely opens the door to bureaucrats using that power to keep secrets from the public (legally vs the slow-walking approach they use today).

The larger question in this case is, why on earth would the level of detail on a camping permit be so finite that it would provide that kind of information? When I canoe in Canada we get an entrance permit to the park and provide a rough outline of the section of the park we plan to visit so that if we fail to show up when expected on departure day they will have an idea of where to look for us in case we're in distress. The level of info we provide puts us within a 20 - 30 square mile area on any of 20 lakes. Why a permit more detailed than that is necessary is the issue that should be being discussed.
