Its still a logistics nightmare, it is going to take a long time to get the Carribean back into shape

Interesting. I'll have to read that. I most often agree w those folks, but sometimes not. CATO doesn't surprise me a bit. Again, I often agree w them, too.

OK. My post was more intended to prompt a discussion of this act in general. If repealing the act can reduce food and commodity prices to PR by a half in the near term, why not make the change permanent?

Have no idea what the impact is beyond PR.

I know there is an exception for the virgin islands. So why not an exception for PR?
