it is off-duty.....what part of that did you miss? The dolphins can hire some other security company. The cops do the off duty security stuff for extra bucks

Traditionally off duty police provide security; that is the norm. By saying they won't do it they are, in fact, denying the team their "norm", i.e. what they usually have and expect.
