Of course the added cost is transporting the equipment there as everyone else involved gets paid wether they are sitting at a base somewhere or in or around a parade. So yes, bogus falsely inflated figures should be used.

So you're saying they didn't anticipate that cost to start, and it ended up being 7x the original.

No, I am saying the estimate is bogus as all the humans involved in any capacity with the parade get paid no matter what they are doing. Yes there will be cost to transport some of the objects there and some travel costs (meals/hotel) for some also.
