CS-1 posed as the representative of a wealthy investor looking to develop casinos in Russia. During the course of these meetings, and consistent with his interests as a Russian intelligence agent, BURYAKOV demonstrated his strong desire to obtain information about subjects far outside the scope of his work as a bank employee. During these meetings, BURYAKOV also accepted documents that CS-1 claimed he had obtained from a U.S. government agency and which purportedly contained information potentially useful to Russia, including information about United States sanctions against Russia.

Isn't this all related to the 2013 FISC warrant? Page was approached by Russians wanting to get him to spy for them. He contacted the FBI and he helped them ID and ultimately prosecute the guys in 2014. I assume that after that was resolved they left him out there for further contact as much of his business was with/in Russia.

2013: He was approached by Russians he was doing business with in attempt to get him to spy for them. Worked with FBI as their informant to prosecute them. FISA warrant was used to gather the evidence needed to trap the Russians.
2016: He had extensive activity with Russians for business. He had brief interaction with Trump campaign. FBI used FISA warrant to gather info to determine if link between Trump campaign and Russians.
He wasn't on the FBI's team all along. He assisted them in 2013-14. That's all. There was no involvement after that.
