I think a more straight forward explanation is this:

When Democrats control the federal government, states may not ignore/violate federal laws.
When Democrats control the state government, local governments may not ignore/violate state laws.

When Republicans control the federal government, states are entirely free to ignore/violate federal laws.
When Republicans control the state government, local governments are entirely free to ignore/violate state laws.

Remember when gay marriage became a federal law through the SCOTUS. The libs declared that states could not ingore it.

Remember when AZ tried to enforce federal immigration law. The libs declared that the states could not do the federal governments job, even if the federal government was not doing it itself.
