You mean tax credits have not been available to high earners right?
Subsidies were not given to people who earn 400% of the FPL. That’s what I recall. So what is that? $100,000 or so for a family of 4?
I wouldn't call that a high earner. As is the case with most things like that, income as a measure for all Americans is a poor metric. In almost any large city, $100k is ok, not great.

It's capped at 8.5% of income on silver plans or cheaper for people making over 400% FPL. So someone making $500k would have to pay $42,500 in premiums on a silver plan before receiving any subsidy. The average silver plan for a family is $1,200 a month, so, no, someone making $500k is not getting subsidies.
