RVA w/ a #26 ranking of "rattiest cities".

I believe it, based on a friend of mine's story. Remember Gaston? The weird flood in RVA a few yrs ago? Buddy of mine working downtown said it freaked him out. He looked out the window, and thousands and thousands of rats emerged from the storm drains en masse. Covering the road, sidewalks, and parked cars. He said it was like a horror film (think "The Birds").

And then the water rose...
