In many states, not sure how many, it is not illegal for someone to fill out a ballot for someone. It is illegal to sign, but not to fill it out.

The fact that it isn't illegal to fill out someone else's ballot in 99% cases is preposterous. There aren't that many voters incapable of completing/signing their name to an absentee ballot. There where existing legal processes in place for such circumstances (power of attorney).

In any case, political field canvassers should NEVER have control over completing ballots. Especially when their paychecks or welfare benefits depend on ballots being completed a certain way. It's rotten politics and it corrupts our voting system.
