you just can't make this stuff up, the last day (OMG!!!) for
the sham h/c site or whatever and it crashes...... so if this is the last day what if you need coverage starting 4/15 and don't find out until 4/14? you can't go out as with any other normal business day and purchase health insurance after today??? huh?

I don't think that's how it works. During the open enrollment period, you can enroll for any reason or for no reason. Normally, you should enroll before the start of the year and then your coverage is for that year. Just in case you're too busy to get it done while Christmas shopping, the open enrollment period goes a little bit into the new year. But even after the open enrollment period, if you lose your job, get divorced, get married, or have some other life event, you can still enroll. At least that's the way it normally works.
