Obamacare might be heading back to SCOTUS.
A man is no less a slave because he is allowed to choose a new master once in a term of years.

Not familiar with the details, but this seems something which be worked around, of the states could be forced to accept via extortion of federal funds.

Why limit them? They can use a healthy combination of extortion AND legislation.
